Jessica Lemoy is the head of Lemoy Corporation. This corporation has been around since the beginning and is now used as a governing body for the world. Ms. Lemoy acts ac a queen for the public and strictly enforces her tyrannical law. She now forces all new born to be processed into cybernetic bodies. She claims her work was given as orders from "Father: Dr James" before his departure.

Ms. Lemoy also provides the requirements for The Core via a large temple she has constructed. This produces the nanite liquid used to maintain The Core. How ever she is not aware The Core is a sentient AI and is working to help Selah and #005 overthrow her.
